The Austrian Chancellor, Duke Metternich, headed the Vienna Congress of 1815. The main motive behind the implementation of the Treaty of Vienna was to undo all the changes brought in Europe during the reign of Napoleon and set up a new conservative regime in Europe, which Napoleon overthrew in Europe. Restoration of monarchies was the aim of the Treaty of Vienna. The Treaty of Vienna was also a formal document in which the Allied powers- Great Britain, Austria, Prussia, and Russia agreed to come together and form an alliance to wage war against Napoleon until he was defeated.
