The Bourbon dynasty was restored to power after being deposed during the French Revolution, and France lost the territories it had annexed under Napoleon. Along France's frontiers, several states were created to stop further French expansion. The main goal was to restore the monarchies that Napoleon had deposed and to establish a new conservative order in Europe.
