Dutch introduced the Blandongdiensten system in Indonesia.
The Dutch established a forest service in Java due to the requirement of trees for shipbuilding and railroads. As a result, 280,000 sleepers were transported from just Java in 1882. But to carry the logs, chop the trees, and prepare the sleepers required labour. Moreover, the Dutch first enforced rents on land used for agriculture in the forest. However, some settlements were later freed from these rents, provided they banded together to offer free labour and buffaloes for felling and hauling timber. The Blandongdiensten system was the name given to this system. Hence, forest dwellers would receive meagre income instead of rent exemptions with limited ability to utilise forest land.
