An Englishman named Holt Mackenzie introduced the Mahalwari settlement in 1882. He believed the village was a strong establishment in north Indian society and that it needed to be preserved. Collectors went from villages, inspecting the land, measuring the fields, and documenting the customs and rights of various groups.
The total revenue of each village or mahal was calculated by adding the estimated revenue of each plot. This demand was to be revised regularly rather than made permanent. The village headman collected revenue and paid it directly to the Company instead of the zamindar.
