Abbe Emmanuel Joseph Sieyes is the author of the well-known pamphlet "What is the Third Estate". He published it just before the French Revolution began. Sieyes stated in the booklet that the third estate, or the ordinary people of France, constitutes the entirety of the country on its own and does not require the "dead weight" of the other two orders, the clergy and the aristocracy, which comprise the first and second estates. According to Sieyes, people want actual representatives in the Estates-General, equal representation for the other two orders, and the heads' votes to not be considered orders.
