Detailed Solution

Vice-President of India is the Chairman of the Rajya Sabha.
There should be a maximum of 250 members in the Rajya Sabha, with 238 members representing the States and Union Territories and 12 members chosen by the President. The Rajya Sabha cannot be dissolved because it is an everlasting body. Every two years, however, a third of the members retire, and freshly elected individuals fill their positions. Each member is chosen to serve a six-year term. The ex-officio chairman of Rajya Sabha is the Vice President of India. The House also chooses a Deputy Chairman from among its members. In addition, the Rajya Sabha also has a group of "Vice Chairmen." The Prime Minister appoints the senior-most minister, a Rajya Sabha member, as Leader of the House.
