Gandhiji proposed that the movement unfolds in stages.First, thee government-awarded titles should be renounced, and the army, police, courts, legislative councils, educational institutions, and foreign goods must all be boycotted. Then, a fullcivil disobedience campaigne would be initiated if the government deployed repression. Mahatma Gandhi and Shaukat Ali travelled widely throughout the summer of 1920, rallying the public's support for the campaign. The Non-Cooperation programme was adopted at the Congress session held in Nagpur in December 1920. As a result, in January 1921, the Non-Cooperation-Khilafat Movement was launched.
