Raja Rammohun Roy was the publisher of Sambad Kaumudi in 1821. In the Prospectus of Sambad Kaumudi, published in English and Bengali in November 1821, Ram Mohan appealed to his countrymen to "support and encourage all those who are interested in the moral and intellectual improvement of our countrymen." In the same prospectus, religious, moral, and political issues, domestic events, and basic interactions on various interesting local topics, including foreign and local intelligence, will be published every Tuesday at Samba Kaumudi. However, the government viewed the paper with suspicion. Officials believed the newspaper was inspired by the Calcutta Journal and promoted by its owner, James Silk Buckingham.
