Raja Ram Mohan Roy published Sambad Kaumudi in 1821. In the prospectus of Sambad Kaumudi published in English and Bengali in November 1821, Ram Mohan appealed to his countrymen to "support and encourage all those who are interested in the moral and intellectual improvement of our countrymen". Moreover, religious, ethical, political issues, domestic events, and fundamental interactions of interesting local topics, including foreign and regional intelligence, were published every Tuesday at Samba Kaumudi. But the government viewed the paper with suspicion. Officials believed the newspaper was inspired by the Calcutta Journal and promoted by its owner, James Silk Buckingham.
