The business class reacted against policies that restricted business activities.
Indian industrialists and merchants generated massive profits and prominence during the First World War. They now reacted against colonial restrictions that limited economic activity since they were eager to grow their company. They desired protection from foreign goods imports and a rupee-to-sterling exchange rate that would discourage imports. They created the Indian Industrial and Commercial Congress around 1920 and the Federation of the Indian Chamber of Commerce and Industries (FICCI) by 1927 to organise commercial interests. The industrialists, led by well-known businessmen like Purshottamdas Thakurdas and G. D. Birla fought against colonial control of the Indian economy and initially supported the Civil Disobedience Movement.
