Prime Minister Jawaharlal Nehru and Deputy Prime Minister Sardar Vallabhbhai Patel strongly opposed the idea of partition and the creation of linguistic provinces, that is, the idea of division of states based on regional language, as it would affect the growth of nationalism. This decision by Congress resulted in great disappointment among Kannada, Marathi, Telugu and Malayalam speakers and gave rise to protests.
