Liberal nationalists from the educated middle-class elite, including professors, schoolteachers, clerks, and members of the commercial middle-class, led these revolutions. In July 1830, France saw its first revolution. Bourbon kings reclaimed power during the conservative era after 1815. Reactionaries were overthrown by liberal revolutionaries, who established a constitutional monarchy governed by Louis Philippe as the head. 'When France sneezes, the rest of Europe catches a cold,' Metternich commented. The July Revolution sparked an insurgency in Brussels, resulting in Belgium seceding from the United Kingdom of the Netherlands.
