Mahatma Gandhi sent a letter to Viceroy Irwin stating eleven demands. Mahatma Gandhi wrote Viceroy Irwin a letter on January 31, 1930, outlining eleven demands. Some of these were of general interest, while others were specialised demands of various social classes, from industrialists to peasants. However, the demand to eliminate the salt tax was the one that stirred people the most. In a sense, Mahatma Gandhi's letter served as an ultimatum. The letter warned that if the demands were not met by March 11, the Indian National Congress would begin a Civil Disobedience movement.
