Middle-class people started the Non-Cooperation movement in cities. In January 1921, the Non-Cooperation-Khilafat Movement officially started. This movement included members from a variety of social groupings, each of which had its own distinct goals. They all heard the call of Swaraj, although various people had varied interpretations of the phrase. Participation of the middle class in cities sparked the movement. Thousands of students dropped out of government-run schools and colleges, principals and teachers quit, and attorneys stopped practising law. Most provinces boycotted the council elections, with the exception of Madras, where the Justice Party, the non-Brahman party, believed that joining the council was one opportunity to acquire some power—something that typically was only available to Brahmans. On the economic front, the consequences of non-cooperation were more severe.
