World Music Day was started by Maurice Fleuret in 1982 with the support of France's Ministry of Culture. Maurice Fleuret was a music journalist and director of music and dance at the French Ministry of Culture. He believed that "the music is everywhere and the concert is nowhere," encouraging music to leave concert halls and be accessible to everyone.

His idea was supported by French Culture Minister Jack Lang, and thus World Music Day began on June 21, 1982, spreading across the world in the following years.
