Detailed Solution

Men above the age of 25 were given the status of active citizen only.
When the National Assembly made the citizenship laws, they divided society into two parts according to their professional status. They had active and passive citizenship concepts. Active citizens were part of this system, in which they had the right to vote, but there were some conditions on their citizenship too. These conditions were that only men who were the age of 25 and able to pay taxes equal to at least three days of a labour's wage were eligible. The remaining men and women were considered to be passive citizens of France. Therefore, they didn't get the chance to give a vote.
