The right to vote was granted only to those men who owned property. There were two categories of people who owned properties and lands. The first category was the clergy who are religious in the church. Clergy had lots of lands and properties because they were facilitated by the royals and exempted from all the tax. The second was nobles, they were wealthy and also owned property. But the third category was low prospering and did not own property, so only two categories of men were eligible to vote in elections.
