H.J. Khandekar was a member of the Constituent Assembly. He voiced the causes of lower castes. When some members of the Constituent Assembly argued that untouchables, or Harijans, lacked the academic credentials necessary to be admitted to the esteemed Indian Administrative Service, Khandekar blamed the upper castes for the Harijans "being unfit today". After much discussion, the Constituent Assembly suggested that a fixed percentage of legislative seats and jobs in the government be reserved for the lowest castes.
