The British invited a German expert Dietrich Brandis to advise on forestry and made him the first Inspector General of Forest in India. Brandis decided to train the people in conservation science, realizing that a proper system should be introduced to manage the forest. Legal sanction was needed, so he framed forest rules restricting the local people from entering the forest. Then he taught the scientific forest theory for restricting the local people.
