A. O. Hume initiated the formation of the Indian National Congress.
The INC was the first political national movement in India, and its main goal was to promote Indians' involvement in national administration. Later, it upgraded its aim to total independence. Hume received permission for the first meeting from Lord Dufferin, who was at the time India's Viceroy. In an open letter to Calcutta University graduates dated 1883, Hume expressed his desire for an organisation for educated Indians to demand a more significant portion of the government and a forum for communication between educated Indians and the British administration. Seventy-two delegates from various parts of India attended the opening session. The inaugural meeting was presided over by Womesh Chandra Bonnerjee.
