Lord Curzon was the Governor General of India during the partition of Bengal. On October 16, 1915, Lord Curzon gave the order to divide Bengal. According to Lord Curzon, partition was implemented to improve administrative effectiveness in government. During the first partition of Bengal, the British Raj executed a territorial rearrangement of the Bengal Presidency (1905). The rearrangement divided the predominantly Hindu western portions from the predominantly Muslim eastern areas. Bengal was divided based on language and religion. It marked the beginning of the Indian National Congress' metamorphosis from a middle-class pressure organisation into a broad-based national movement.
