Thomas Munro was the Governor of Madras from 1819 to 1826.
Munro believed that there were no traditional zamindars in the south. He suggested that the cultivators (ryots), who had ploughed the land for generations, needed to be directly involved in the revenue settlement. Before determining how much revenue was generated, each of their fields had to be thoroughly and independently surveyed. According to Munro, the British ought to behave as paternal father figures for the ryots(cultivators) in their charge. And thus, he introduced the Ryotwari system of land settlement.
