B.P. Mandal was the head of the Second Backward Classes Commission, which was appointed by the Government of India. The Second Backward Classes Commission is also known as the Mandal Commission. The Mandal Commission gave its report in 1980 suggesting that 27 per cent of the government jobs should be reserved for the socially and educationally backward classes. It was finally implemented by the Janata Dal government.
