Lord Chelmsford was the Viceroy of India when the Jallianwala Bagh incident took place. On April 13, 1919, the Jallianwala Bagh massacre occurred when British Indian Army soldiers, led by Colonel Reginald Dyer, opened fire into a crowd of unarmed protesters and pilgrims who had assembled at Jallianwala Bagh in Amritsar, Punjab, for Baisakhi. The crowd had peacefully gathered at the location to protest the detention of Satya Pal and Saifuddin Kitchlew, two prominent national figures. They organised a peaceful protest against the Rowlatt Act in Amritsar. A little over 350 persons, according to the British government's official estimate, were killed in the massacre; however, the Congress party asserted that the death toll may have reached 1,000.
