The citizens with voting rights were called "active citizens" in France. Voting rights and citizenship status were restricted to men over 25 who paid taxes. People who weren't considered active citizens included women, kids, and others. Voting rights were denied to women, children, and others. During the French Revolution, the division between active and passive citizens was formed. Citizens who were passive lacked property rights. Taxes equal to roughly three days of labour per year were due to all active citizens. To be considered an active citizen, a person had to be literate, speak French, and live in the country for more than a year.
