Detailed Solution

Rich farmers in Russia were known as  Kulaks.
The richer, more well-off farmers of Soviet Russia were known as Kulaks. By 1927-28, Soviet Russia's towns suffered from a severe grain shortage. The government set the prices at which grain had to be sold, but peasants refused to sell their grain at these prices to government buyers. In 1928, Party members went on a tour of grain-producing districts, monitoring forced grain collections and raiding kulaks. As the shortages persisted, it was decided to collectivise the farms. This decision of collectivization was taken because Stalin believed that the shortage of grains was due to the land holdings being of a very small size.
