Wealthy men were not considered passive citizens.
To restrict the monarch's authority, the National Assembly finalised the constitution's text in 1791. It gave the National Assembly, which was chosen in an indirect election, the authority to enact legislation. The public chose a set of electors, who then picked the Assembly. However, not every citizen had the right to cast a vote. Only men over 25 who paid taxes that were at least equal to three days of a worker's income were awarded the status of active citizens, which included the right to vote. A guy had to fall under the highest tax category to be eligible to vote and afterwards to serve as an Assembly member. All women and the remaining men were categorised as passive citizens.
