The Inland Emigration Act restricted the free movement rights of plantation workers.
For Assamese plantation workers, freedom meant the ability to enter and leave the enclosed space of their confinement and also maintain contact with their hometown. However, these workers were not permitted to leave the tea gardens without permission under the Inland Emigration Act of 1859, and such permission was rarely granted. Nevertheless, thousands of workers ignored the authorities, left the fields, and returned home after learning about the Non-Cooperation Movement.
