"What Is the Third Estate?" is a well-known pamphlet written by Abbe Emmanuel Joseph Sieyes. It was written in January 1798, just before the outbreak of the French Revolution. Sieyes made the case in this pamphlet that since members of the "Third Estate" founded the country, there was no reason for any of them to be deadweight. The Third Estate's citizens desired a sincere leader who could fairly represent them.
