Detailed Solution

Congress ignored the Dalits for a long time because congress did not want to disappoint Higher class Hindus. Dalits are also called “untouchables''. In fear of disappointing the high-class conservative Hindus, Congress ignored the movement too. They did not take care of their problems and grievances. Many Dalits were treated inhumanely by their landlords. Congress, this attitude toward them, made them feel like “outcasts”. Mahatma Gandhi believed that for attaining Swaraj, abolition of untouchability was important. Thus he called them “Harijans” or the children of God. He organised satyagraha for their rights, including temple entry, public wells, and buses, even though Dalit participation was limited. This attitude became one reason why Dalits didn’t participate in the Civil Disobedience Movement.
