Dalit groups demanded new laws to ensure strict punishment for violence against Dalits because the violence against Dalits had increased in South India. During the 1970s and 1980s, several Dalit groups were emerging across India. These groups refused to continue the age-old casteist practices and began to assert their fundamental rights as equal citizens. This didn't go down well with the upper castes as they were used to the privilege of being treated superior to the Dalits. As a reaction, the poor treatment of Dalits changed into violent crimes. It was aimed at showing the Dalits their actual position in society. This was more pronounced in South India. Dalit groups organised themselves and protested against this violence.
