In 1919, Gandhi decided to start a statewide satyagraha in opposition to the planned Rowlatt Act. Despite the Indian members of the Imperial Legislative Council uniting in opposition, the body hastily approved this Act. It granted the government the authority to suppress political activity and permitted the two-year incarceration of political detainees without charge. Mahatma Gandhi called for nonviolent civil disobedience beginning on April 6 with a hartal opposing such unjust laws.
