Gandhi wanted to join the Non-Cooperation with the Khilafat Movement to unite Hindus and Muslims.
Despite being a large-scale campaign, the Rowlatt Satyagraha remained primarily confined to urban areas in 1919. Mahatma Gandhi saw the need to start a larger, more inclusive movement in India. But he was persuaded that such a movement couldn't be organised without fostering better relations between Muslims and Hindus. He believed that bringing up the Khilafat issue was one method to achieve this. Gandhi viewed this as a chance to include Muslims in a unified national movement.
