Mahatma Gandhi made several attempts to include untouchables in the national movements, including the following:

  • He referred to the 'untouchables' as Harijan, or the children of God; 
  • He organised satyagraha to ensure their admission into temples; He secured their access to public wells, tanks, roads, and schools; 
  • He himself cleaned restrooms to honour the work of the bhangi (the sweepers); and He persuaded upper castes to change their hearts Gandhiji wrote the Resolution on Fundamental Rights during the Congress session in Karachi in March 1931. Only a small portion of it was a legal challenge to the untouchability institution. Citizens "are equal before the law, irrespective of caste, creed or sex," according to Section 4.
