European foresters discouraged the practice of shifting cultivation because it was hard to impose the tax and created problems for commercial forestry. Shifting cultivation also made it difficult for the government to calculate taxes. As a result, the government banned the cultivation of Jhum. In Jhum farming, some parts of the forests are cut and burnt alternately. Seeds are sown in ashes after the first monsoon rains. Europeans ban it. They considered this practice harmful to the forests. They realised that the land used for farming every few years could not grow trees for railway wood because flames spread and burned precious wood.
