Indian weavers confronted a fresh set of issues around the turn of the 19th century. Indian cotton weavers encountered two issues as the cotton industry grew in England: their export market failed, and the local market shrunk due to a British product oversupply. The weavers had a new issue by 1860. After the American World War, they were unable to obtain an adequate supply of the raw cotton that was shipped to England for their industries. The cost of raw cotton skyrocketed, forcing Indian weavers to purchase it at exorbitant costs. They were typically unable to pay.
