The non-foreign or indigenous cloth was very expensive, so the non-cooperation khilafat movement slowed down in the cities.
Towns and Cities were one of the first places to witness the growth of the non-cooperation movement. Initially, it was a huge success in the cities. People left their government-run schools, colleges, and offices. Traders and merchants refused to trade in foreign goods. This also caused a boom in the domestic textile industry. But gradually, the movement slowed because people realised boycotts and non-cooperation were not viable. Indigenous khadi cloth turned out to be expensive compared with a foreign machine-made cloth. And, people boycotting schools, colleges, and offices had no alternative Indian institutions that could be used in place of the British ones. So, they again went back into the government institutions.
