Hindi was not given the status of national language because only 40% people spoke Hindi language and to protect other languages.
The Indian constitution does not specify the authoritative languages or dialects that the states must use in order to exercise their authority, leaving it up to each state's council to adopt Hindi or any other language that is spoken in its territory. No single language was given the title of national language under our Constitution. The designated official language is Hindi. However, only over 40% of Indians speak Hindi as their first language. There have been various protections for other languages since then. In addition to Hindi, the Constitution recognises 21 other languages as Scheduled Languages. The stated policy of the Indian government is still to promote Hindi. Promotion does not give the Central Government the right to impose Hindi on States when the majority of the population speaks a different language.
