India was not able to run with a federal system of power-sharing with two tiers alone because of the large size of its states, its vast population and its diversity.
A better way to govern India was through the three layers. India's states are as big as separate European nations. Maharashtra is about the size of Germany, while Uttar Pradesh is larger than Russia in terms of population. Many of these States have an extremely diversified internal population. Power sharing in these States is very complicated. India required the second level of government, below the State governments, to share federal power. This is the justification for decentralising power. The third level of governance, known as local government, was formed as a result.
