There were less problems between central and state governments prior to the 1990s because  India had the same party government both at the central and state level. This made government easy as both the centre and the states had the same political party as the ruling party, so cases of conflicts between them were rare, and if the government was from the majority party, then the oppression of a few political parties ruling states was easily done. The issue arose in the 1990s when the government formed a coalition government. A coalition government is a government formed by at least the coming together of two political parties.
