After 1992, with regards to the local government in India, transfer of power from state governments to the local governments and starting to hold elections regularly is what changed.
Local governments in India have existed ever since the country gained independence from the British in 1947. However, there was no constitutional basis for their existence. They existed merely at the discretion of the state governments. In 1992, a major constitutional amendment was made. The local governments for rural and urban areas were provided constitutional status. This meant that elections were to be held regularly for these local bodies now. The State Election Commission was formed for the same purpose. The state governments were required to transfer some of their powers and funds to the local governments.
