With respect to the load center which location is suitable for establishment of nuclear power plant?

The low cost of fuel transportation allows for the location of these facilities close to the load center. However, from the perspective of safety against the risk of radioactivity, there should be a sufficient distance between the nuclear power plant and the closest populated regions. Selecting a site near chemical industry, oil refineries, PWD operations, hospitals, and schools is particularly unfavorable.
