Solution

Mesophyll cells of $C_{4}$ plants have PEP carboxylase but not Rubisco. Starch is not formed in these cells as there is no calvin cycle in these cells. Bundle sheath cells are larger than mesophyll cells and have more number and larger chloroplasts than mesophyll cells.
