Ground tissue that can form lateral roots is

Lateral roots arise from pericycle of root. Endodermis, cortex and medulla may give rise adventitious roots but not lateral roots. Pericycle of dicot root also forms cork cambium and a part of vascular cambium at the time of secondary growth.
