Lactose is carried into the bacterial cell by permease of the cell membrane by active transport. Lactose can bind to the repressor to bring conformational change in the repressor to detach it from operator or not allowing the repressor to bind to operator. Lactose can also bind to -galactosidase and get converted to glucose and galactose to provide glucose as energy source for E.coli metabolism.
