The layer of dicot axis in secondary growth,  is not ruptured due to the activity of cork cambium.

Since the secondary cortex is interior to cork cambium pressure is not build up on the secondary cortex but pressure is exerted on the layers peripheral to cork cambium and as a result the cork, epidermis and hypodermal layers are ruptured during secondary growth of dicot stem.
