Solution

All the tissues present interior to endodermis together called as stele. Stele of dicot stem has ground tissues like medulla, medullary rays and pericycle. Hence medullary rays are a part of stele. Since these are made of only parenchyma and have no conducting elements, medullary rays do not belong to vascular tissue system.
