Solution

If cell has stalled DNA replication fork, then $G_{1}$ /S genetic check point should be predominantly activated otherwise replication fork can’t established (stalled). Even after replication fork formation cell cycle can be stop at $G_{2}$ /M checkpoint if DNA replication occur abnormal or erroneous. Formation of replication fork is not an assurance of cell division. But without activation of $G_{1}$ /S check point cell can’t initiate replication fork.
