Solution

$\overset{+ 3}{Cl} \overset{- 1}{F_{3}} + H_{2} O \to H \overset{+ 3}{Cl} O_{2} + H \overset{- 1}{F}$ . Lower halogen(bonded halogen atom) is hydrolysed to hydra acid and higher halogen(central halogen atom) is converted to corresponding oxo acid without change in oxidation number.
