Statament I : conc. HNO3 can be transported in ‘Al’ vessels.
Statement II : ‘Al’ forms a protective layer of oxide on it’s surface with conc.HNO3.

Nitric acid  can be safely transported in Aluminium containers. The reason is that 'Al" is resistant or passive to the concentrated nitric acid due to the formation of protective oxide layer on its surface with concentrated nitric acid. This oxide layer cannot allow the acid to come in contact with the inside metal (Al).As a result further reaction stops.

2Al + \mathop {6HN{O_3}}\limits_{Conc.} \to \mathop {A{l_2}{O_3}}\limits_{Oxide\,\,layer} + 6N{O_2} + 3{H_2}O
